Shining/glowing/gleaming

Last night we went up on the rooftop to see the view of the city shining/glowing/gleaming quietly in the night.

1) Which one of these (if any) seems more appropriate to you native speakers?

2) Between shining and glowing which one is the strongest in terms of brightness?

Thank you.
