shining

Can you say:

I saw the car lights shining.

Or does it have to be blinking?

Thanks!

Hi, Shining is OK.. Blinking is also OK, but it means on/off/on/off/on/off etc. Like a turn indicator, Clive

Are the lights on, or is the driver flashing them?

The headlights should be shining, if it is dark outside.
The turn signal lights should be blinking, if the driver is turning or changing lanes.
The brake lights should be on if the driver has applied the brakes. Otherwise, they should be off.
The emergency lights should be flashing if the driver has activated them.
The interior lights should be shining if the driver has turned them
