shine out into

This is a quotation from Tertullian:
"Therefore, as we have shown above that the coming cessation of the old law and of the carnal circumcision was declared, so, too, the observance of the new law and the spiritual circumcision has shone out into the voluntary observances of peace."

How to understand this phrase "has shone out into"?

You wonder about "shone", but "spiritual circumcision" is no problem?

Your sentence is a translation of mystical scripture stuff and as such would be disappointing if you could understand it. I sure don't. Something to do with the new law is to be thought of as shining, because light is good. That's all I get.
