00 I think the basic answer is that the author did not think long and carefully about his choice of tenses. Journalists churn out large volumes of words at high speed, every day. They don't sit in front of their keyboards thinking 'Hmmm, my words are going to be analyzed in detail by students of the English language'. 02 br
