Shell of bone

Hello,

while reading I came across this sentence: "He donated his right eye to the revolution and got nothing back except a dark and dreadful shell of bone."

What does "shell of bone mean"? I suppose it could be a kind of "cover" for his missing eye, but it seems strange to me that it should be made of bone.
