What does it mean?

"it" refers to the pounds that Josh shed. I suppose that you could say that it should be "...kept them off" but it would seem odd to a native speaker. My guess is that the author was thinking of the expression "shed the weight and kept it off" but he got his signals crossed and ended up with what you asked about.
