She is equal to ---the [to] has two meanings

Hello,I have some undestanding with the following [equal].Could any native speaker help to provide some suggestions?1. In {Women deserve equal pay and to work on equal terms with men.},the equal pay = the pay is equal with / as / to men;2. In {Bill is equal to the task of running the ofice.} , the [to] = unto / towards / reaching as far as the degree of the tak ;3. "on equal terms" = on terms that are equal as / with / to each other;LUKE 20:36 NEITHER can they die any more: for they are equal unto the angels;(Does it mean "are equal reaching as far as the degree of the angels"?)GENESIS 44:18 AND let not thine anger burn against thy servant: for thou art even as Pharaoh. (Does it mean "are equal with / as / to Pharaoh" ?)Thank you for your help.
