I'd more likely say she is shivering because she is cold.

Here (UK) you would almost never hear someone refer to either themself or another person feeling or being 'cool', when talking about temperature - always 'cold'. We might talk about a cool breeze, or how the evening is getting cooler, or going to cool off in a swimming pool - but we never feel cool.

The only time you might possibly hear it would be if someone was being a bit sarcastic.

Well, that's true. I wouldn't say "I'm cool." I may say "I'm a bit chilly" as I put on my sweater.

However, I certainly would use "cool" to describe the temperature. The weather forecaster told use (rightly) that today would be a cool start to spring.

It'd kind of cool out there - you'll want a jacket.
It's really cold out there - remember your gloves.
