In the TV show (how I met your mother)
Lilly and her friend Robbin went to a bar to hang out. A few hours afterwards;
Lilly and her husband Marshall talked on the phone.

Lilly: you're going to phili? Why?
Marshall: I didn't ask
Lilly: it sounds like you're having more fun than I am. I'm just talking to guy's backs while they hit on Robin.
Marshall: Well, yeah, I bet she "gets that a lot."

What does "gets that a lot" mean?

Will the meaning change if I say this in past tense as in;
When she was young, she "got it a lot."

It is a fairly common phrase. Also "get this/that a lot". The expression can be used in the past tense with the same meaning.
