Is this correct?
She does not have a lot to say. = She does not have a lot of what she could say

"She doesn't have a lot to say" usually means that she's quiet.

She may have a lot going on in her mind, but she doesn't speak it out loud in public.

Would it also mean that she did say something, but many were left unsaid?

It's possible, I guess.

"She didn't say a lot" is what I would expect for that.
