Why has the head of the Russian Swimming Federation been doing Efimova's talking for her as she did not stop to talk to the press? (I understand the sentence Unlike King she did not stop to talk to the press in such a context: King, the American Olympic swimmer, stopped to talk to the press contrary to Efimova who didn't.)

I'm afraid that I still have certain doubts about it, which I described in the bracketed part of my post. I've understood from the cited context that it is Efimova who talked to the press (so, why did she need someone to talk on her behalf?) unlike King who didn't.
