she could foster a love for painting in her children

By giving finger paints for Christmas, the artist hoped she could foster a love for painting in her children.

Is it proper to replace "foster" in the above with "promote/raise/develop/encourage?" Thanks.

  • Out of the four options, I think raise does not fit well in this context.
  • I have heard people use 'raise a hand / an issue / funds / awareness / children', but not 'love'.
