shaped around

We don't want our education to continue to be shaped around standardized tests.

Can I replace shaped around with centered around or wrapped around? Does the phrase mean to make something as the foundation of?

You could say centred on, but there is a difference to shaping something around somethng [building it up] to centering in on something [using something as the central element]. In this context, wrapped around would not be correct.
