In the U.S., that is very simple. Never use shall. For all practical purposes it's a completely dead word in modern American English.

In British English, "shall" is not dead, but in everyday and conversational use it's simplest to (almost)always use "will". "shall" tends to have a formal or old-fashioned feel to it. There are allegedly complicated grammatical rules about "shall" versus "will", but most native British speakers do not understand or follow them.
