It's not a correct verb form.

Are you perhaps thinking of I shall be . . . or I shall have been . . .?

I was surprised to find over 10,000 hits at Yahoo on shall been.

Anybody can make a typo, and have it picked up on the Internet. As already noted, shall be, or shall have been.

Nothing that is cited from the Bible can be taken for current, standard grammar. It's known for its old-fashioned style.

Although I am not at all familiar with ever using 'shall been', or thinking that it sounds right, Google shows over 15,000 examples, most of which look pretty darn reliable. Wassup with that?

Hi,

Well, #2 on my google list is The member shall been titled to appear before that meeting. This clearly seems to be an incorrect form of The member shall be entitled to appear before that meeting. #9 on my list also has the same confusion about 'entitled'.
