Shall be

is my usage of "shall be" correct- " Accomplished forms shall be dropped at the designated box."

"shall be" is not necessarily wrong, but is not very natural in modern everyday English. If this is something that you know will happen (e.g. you are writing on behalf of the people who are organisng it), then say "will be dropped". If it is something you are telling other people to do, use "must be dropped".

"accomplished forms" does not make sense. You may mean "completed
