The guard gesticulated that he had better not linger there. He shook his head.

Does "He shook his head." mean that he agreed not to linger there?

How about the above sentence?

OK. In this case, if he shook his head, he presumably refused to leave; he would continue to linger. If he were going to leave as they suggested, he would nod his head.
