Hi,

It is about a car comparison test again. Here it said," On the same roads, ( this car) would be hollering, “Woohoo!” and shaking its tail, possibly with its pants off.

Does that mean it is better than the other car or it is inferior than the other? What does shaking its tail entail? Also, does pants off mean it is scared?
