'The American government is a shadow corporate government.'

I really don't see a clear meaning in this sentence.

Perhaps it is meant to suggest that the American government is secetly controlled by corporations, but it does not suggest this at all clearly. I'm really just guessing.

In my opinion, what you ask is not possible. It's a complicated idea which the whole collocation only barely manages to express rather poorly.

It's the tired old idea that the big corporations really run the country. Some people like to ascribe this to secret organizations, which makes the term "shadow" very ****.

The Congress, the judiciary, the President, the voting public - it's all a facade. They have no real power. All the decisions are made by the corporate leaders (and big bankers).

If you spend a year or so listening to certain types of talk radio (or bloggers) you start to pick up the message of the "conspiracy theorists," and meaningless phrases like "shadow corporate government," or "corporate shadow government" start to resonate. You need to get indoctrinated first.
