Hi,

"The operative hypothesis is that Israel's fiducial journey will be paradigmatic for the shackling reality of sin and the unfailing divine will to save sinful human beings."

Does "shackling" in the sentence above serve as an adjective?
If yes, then can I use "shackling" in that fashion?

For example: The shakling liberty shackles the lives of "the freemen".
