sh /ʃ/?

Hi;

The diagraph sh is pronounced /?/. Example words: sheep, show, push, rush, and so on. Someone asked me, "Is it a rule?". I said YES/NO. When that diagraph occurs in a syllable, it is /?/. However, when the s character comes at the end of a syllable and the character h follows it in the beginning of another syllable (grasshopper, mishap), they no more diagraph. Am I correct? Would you enlighten me with more words, please?

There are probably some surnames with the same configuration. One that comes to mind is "Chisholm" ( /'t??z?m/ ).
