Severely suffered area

Corruptions are widespread in China, especially in some provinces, in each of which there are as many as several times corrupted officials than any one in rest of provinces. Can we called one of the (former) provinces as "a severely suffered area" or "a severely suffered province"? Of course "badly suffered means "severely suffered from corruption".
