Several verbs in a sentence

Hi all,

I read the following paragraph in the newspaper. And the last sentence makes me confused, because there is several verbs in a sentence. Is this grammar correct? Thank you!

"He said it has become the norm to capture accidents or embarrassing public incidents on camera.

While no one was willing to stop the woman, almost everyone took out their smartphones to record the incident, he said.

Shiu said there was little understanding and sympathy for the woman as the passengers wanted to punish her for her behavior.

While cameras can help ensure justice is served, it can also create injustice, he said."
