Several

If its already passed 8 weeks is it right to say 'Several weeks have passed by' or is it necessary to say 2 months. [If its already 15 months, can we say several months have passed]

I mean is it only if its less than 12 months we should say several months?

8 weeks : You can say several weeks or 2 months; the latter is more specific. But no 'by': several weeks / two months have passed. 15 months : This is a little long for 'several months'.
