Settled

Silence settled. Billy stopped groaning and dropped off to sleep.
I saw the above in my son's reading book.
What does "settle" mean in "silence settled"?
I have checked dictionaries and there are multiple meanings.

I should interpret this as if children were jumping around and making a lot of noise, you would ask them to settle down meaning they should stop it and allow you to work or rest. Perhaps silence would settle and you would be able to work or rest (= children will keep quiet and calm for long enough time).
