but why a, there is by so it should be done by someone so it must be passive voice. you say it is equivalent but there is no that in sentence.

I disagree with this. The subject is the task force and the verb is "will be discussing." You don't put a comma between the subject and the verb.

You're right. I was reading it as though there was a comma after 'force.' Sorry for the mistake.
