Set my sights a little higer

Of course I could have killed you, but it's not your powers I'm after. I've set my sights a little higher. I'm looking for a few good Whitelighters. Does "sights" here mean "goals"? Can it be replaced by "goals" here?

"to set one's sights" (often "set one's sights on (something)") is a fixed expression meaning to set oneself a goal or ambition. The word "sights" is used in this sense only in this one expression (as far as I can think), and we tend not to separate out its meaning. In your case if you replace "sights" with "goals" then the meaning is about the same, but it ceases to be such a clear fixed expression.
