It seems that some government agencies have names that end with "service" or "services":

Secret Service

Internal Revenue Service

Child Protective Services

Why is the singular used in someplaces and plural used in others?

And it's answer is one that you should memorize because it will help you immensely in studying English if you take it to heart.

The answer is: just because.

Sometimes, that's just the way we do it.

Better to memorize the name than ask why it's singular or plural.
