In the following sentence, should it be "serve" or "serving":

That's correct.

No. In fact, there are very few phrasal verbs that contain "to".

I found the sentence in a notice in a government department. "Serving" was one verb phrase that struck me as odd. Now that you have pointed out the other mistake, I wonder why I didn't notice it.
