Please help me understand the underlined phrases:

1) The design responsibility agreement is also inapplicable to the handling of special measures (particularly recalls), serial damage, or product liability claims.

2) The design responsibility agreement (KVV) is used to allocate responsibilities for the development of parts/modules/systems between the Customer and the Supplier in a legally binding manner at an early stage.
