Can you please explain why "to have won" best suits the sentence "The man had hoped to have won the game"?

It doesn't, in my opinion. Before the event, he hoped to win it . After the event, we know that he had (before the event) hoped to win it .

It doesn't, in my opinion.

Before the event, he hoped to win it. After the event, we know that he had (before the event) hoped to win it. He now wishes that he had won it.
