Sequence of tenses

Hi teachers. I have a question.

Well I'd hoped that since we're here anyway

According to Sequence of Tenses, it's confusing. But as I know we can use such a construction if the situation still exists, can't we? Could you tell me? Thanks for your help.

Well, it usually helps to cut out the contractions first off. Well, I had hoped that, since we are here anyway, we could discuss grammer. I had hoped (in the past) that, since we are here anyway (in the present), we could discuss grammer (potentially now).

I had hoped (in the past) that, since we are here anyway (in the present), we could discuss grammer (potentially now). It works in english (in some other inflected languages the past would have to follow through, but still).

If the hope is still present, then I'd understand "I'd hoped" as simply a polite or deferential way of "softening" the statement, or making it more tentative, without necessarily having the strict temporal sense of the past perfect.
