Some grammar references call these "phrases" and others call them "reduced clauses."

Reduced clauses are phrases formed when some words are omitted in order that you can make the sentence shorter or have a different style of writing.For examples,
I know the guy who is working in that bank.
--> I know the guy working in that bank.

That is not a good definition of reduced clause. The difference is the verb. In a reduced clause, the verb is a non-finite verb, that is an infinitive or participle. A full clause has an inflected verb.
