Is this notice well written?

1.Under no circumstances you are allowed to dump bulky items in the bin room without prior arrangement with Tower Hamlets Council.

2.Please ensure you obtain a reference number from the council and put it on your item. This will also include your flat number and the collection date.

3.Please do not leave your large card boxes on the floor, you can break into pieces and put them in the recycling bins.

4.We will be reviewing cctv footage and take action against residents who fail to comply with these rules.
