In American English 01.08 means January (the) eighth;
in British English it means (the) first of August.
When we are talking about date and schedule, "On" is the correct preposition.
When the context is dealing with actions, i.e. rehearsal, evacuation drill, construction, etc. For example:
Highway 101 northbound ramp at Ninth street is scheduled for repair from 7/14 -7/28.
