SENTENCES

Which one is more correct:
WHY TO try to think philosophically about technology at all?
WHY try to think philosophically about technology at all?
Is it OK to omit "to" after question words? To my knowledge it's not, but I come across some sentences where it's omitted and I got confused.
Thank you!
