Happy Halloween!

I was listening to BBC news just now, the below words are the words that I learnt just now.

Could anybody correct the two sentences below for me?

Blurt out:

A person of good English proficiency can blurt out his ideas in English easily.

hoax:

The promosion of buying a modem at one hundred Ringgit off by signing a contact about using the line of the company for two years is just a hoax.
