It is generally accepted that the present perfect can't be used with temporal qualifiers (time adverbials) which indicate the past, such as this morning, even if that's recent. 3 and 4 are out, based on this thinking.

I'd say as an alternative for 1:

I gave the application form this morning to the security guard.
or
I gave the application
