Sentence word order "as + noun + as

How would you say this sentence?

1) Crime has affected as much the authority as our neighbours in this area!

2) Crimke has affected as the authority as much the authority in this area

Please, if you could help me, I'll be pleased! I've always had problems when trying to set quantifiers like "much" in middle of a sentence.
