Sentence With THAN Without MORE

The passage below is from a book, “Justice what’s the right thing to do.”
In that paragraph, the underlined ‘than’ has no comparative ‘more.’ In some sense it seems possible ‘preferable’ has the implicit role of ‘more.’ But I am not 100% srue about that.

What I want to ask is ? is that sentence OK with out ‘more,’ or ? should we put ‘more’ followed by ‘preferable.’

Thanks in advance.

What if hundreds of thousands of lives were at risk? The utilitarian would argue that, at a certain point, even the most ardent advocate of human rights would have a hard time insisting it is morally preferable to let vast numbers of innocent people die than to torture a single terrorist suspect who may know where the bomb is hidden.

"More" is not called for. You are right that "preferable ... than" does not bear up under scrutiny. A "rather" fixes it: "morally preferable to let vast numbers of innocent people die rather than to torture a single terrorist ...."

1. Yes, and in fact "more" would be wrong (or at least redundant) in that sentence.
2. No.

On a more analytical note, "to prefer " (the verb) means "to like more" so the sentence already contains "more" (implicitly through "preferable")
