sentence with (by no means), in no way ?

this sentence, and the question are following :

The report the doctors use as subject for questioning me, is (in no way) by no means serve their intend.

1-
I want to say : there is a report the doctors use against me, and the report is not serving their intention and what they plan

Is the sentence OK grammatically ?

please if you want to replace (by no means) with another phrase it is OK.

2-
Is it wrong to put in the place of (is) the word (does) ?

The report the doctors use as subject for questioning me is (does) by no means serve their intend.
