Is this correct:

My concern is that it has too many "and"...
And what exactly means ?

1st option:
In order - first learning and then teaching?
So it same as:
Learning mathematical and scientific tools
and then
Teaching mathematical and scientific tools

2nd option:
Learning and teaching concurrently ?
