Sentence transformation - why this sentence is correct?

I've read that transformation of sentence
- Who were the victims attacked by?
- Who was it attacked the victims? (after transformation) is correct? Could someone explain me why the 2nd form of sentence is correct?

I have no objection to the shortened form. I would just like to mention that there are native speakers on EF who think it's incorrect to omit a relative pronoun if it is the subject of a relative clause. In the above sentence the second who is the subject.
