Sentence structure errors

Kitty lost money on a phone ap, here's how to make sure you avoid being caught out.

(Culled from paper this week) (Should this be a colon?)

Please ignore the context. This is from a paper and it's quoting a question. The question mark is followed by a lower case dependent clause.

by asking 'what has happened to us ?' after more people apply for Oxbridge.


But if you were writing this in a sentence:

...by asking what has happened to us? After more people apply for Oxbridge.

It should be a capital letter as the question mark is like a period. But the clause now doesn't work and is a fragment: correct ?
