Sentence Structure Error ???

Identify the type of sentence structure error in the below passage.
Mr Grink, who was walking along the boulevard dressed in an impeccable tuxedo, was blissfully unaware of the black clouds of discontent that were gathering menacingly behind him.

b. Pronoun reference
?. Misplaced modifier

I think the answer is C because the paragraph contains only a misplace modifier at " gathering menacingly " .Other than that it looks fine.

I disagree.
The potential problem I see in that sentence is that there should be a comma after "boulevard." Without the comma, the sentence can be misread to imply that the boulevard (not the man) was dressed in the tuxedo!
Therefore, the more likely answer is b.
