Can you please clarify the meaning of the following instruction. Assess small-to-medium-enterprise (SME) attitudes and customer satisfaction towards X. Does this mean:

1. assess SME attitudes towards X, whether they are customers or not, and
2. assess SME customer satisfaction towards X.

That is, does changing the instruction to assess small-to-medium-enterprise-customer attitudes and satisfaction towards X change the meaning?
