Sentence structure.
a) I dislike that because of the people that do break the rules us that that don't get painted with the same brush.
b) I dislike that. Because of the people that do break the rules us that that don't get painted with the same brush.
Is this correctly written both ways?

Sorry. I can't make sense of it either way. b) is certainly wrong, but neither has good grammar.
"rules us" and "that that" are particularly problematic. You should probably try to rewrite this in a simpler way.
