First of all, you need a verb that can take "as".

identify (s.t.) as ... / describe (s.t.) as ... / see (s.t.) as ... / record (s.t.) as ... / look at (s.t.) as ... / ...

There are hundreds of possibilities, and they are also available in the passive voice (be identified as, be described as, etc.).

Then you need an expression that makes the comparison — the part that comes after "as". The expression can be a noun phrase (NP), an adjective phrase , a preposition phrase (PP), or some other construction. In the case of the NPs and APs, "being" can be omitted.

Price was described as (being) the reason for preferring that product. (NP)
The professor doesn't see them as (being) very serious.
This behavior hardly shows him as being in touch with ordinary people. (PP)

to be is a different structure, and it's not used as described above. You can't have "as to be" instead of "as being" in the sentences above.
