Sentence Structure

Hi, does this sentence sound incomplete?

When a wild rumor becomes true, a local newspaper reporter Shunya Ezaki begins to investigate the deaths of the adults that are linked with temporary child disappearances.

Top answer

I wouldn't say "incomplete" exactly, but the connection between the wild rumour and the child disappearances is not very clear. I prefer "who" to "that".
