Sentence structure

But before we do, here are the fears we've found that most commonly plague executives.

I found the above line in Harvard Business Review. My question is that - is the above sentence is complete? To me,it would be complete if I say-1)But before we do,here are the fears we have found in most commonly plague executives. Or,2)But before we do, here are the fears we have found that most commonly plague executives have.
